You'd probably need to check the details of exactly what it was invested in but as above you'd have done way better even with just a simple FTSE tracker. I certainly wouldn't base investment decisions now on sketchy info so it's definitely worth checking if you want to be sure what happened.
Did they withdraw money? Was it invested in tech funds? That would certainly explain the drop and lack of dividends. From 1995 there shouldn't have been any point that the value dropped much below the initial investment as the years up to 2000 were a big bull market.
It's also worth bearing in mind that S&S ISAs didnt exist in 1995 so was it a PEP that was taken out?Remember the saying: if it looks too good to be true it almost certainly is.0
