I have had similar problems when porting numbers between Sky and BT providers but it's not quite the same as this.
Twice when porting a number from a BT provider to Sky, the day before something started to happen which no-one as yet can explain. That day, when anyone already on the Sky network tried to phone the about to be ported to Sky number, the number simply rang out. Those on a non Sky line could still call that person and get through.
Once the port actually took place the next day, all was well again.
So something was happening I assume with the database as no physical reconnection had been done the day before the port was due to take place.
We certainly didn't get any message. It just rang out and was never answered as it wasn't ringing at the other end.
It sounds like the number was built on Sky's network the day before the port took place. Quite possibly the existing (porting) number was built and allocated to the line port on the exchange equipment, but since your physical copper wasn't yet plugged in, it would indicate ringing, despite no phone actually ringing.
It's not uncommon, especially when dealing with businesses, to have the porting numbers built on the new network the day before the porting day so things can be tested before going live - but usually the numbers will go through to a working installation to avoid the very issue you have described.0 -

Well this plot thickens...
When you ring my parents number we still get the same recorded message saying - currently not receiving calls, even at this hour of posting this.
But, today, this afternoon, their phone rang, brilliant they thought - we're back to normal. They took the call, it was a call from a friend to wish mum happy birthday.
BUT ... no one else has been able to get a call through. Everyone is ringing my parents landline number from all different providers but still get the same recorded message.
The caller that did get through this afternoon is with BT. So, we got all friends and family who are with BT to ring my parents ..... But they all get the same recorded message and their landline does not ring. !!
LazyTyper - just got my dad to ring that number you suggested and it advises exactly the same number that they have had for 40 years nearly.
All this is very odd.

My parents phone is still not accepting incoming calls.
Same recorded message of : this number is currently not receiving incoming calls.
Two BT engineers have visited my parents house, one last Thursday and another one today and still unable to receive incoming calls.
BT are blaming Sky and Sky are blaming BT.
How on earth can we get this resolved. Please, any ideas.?

As Sky are now your supplier, it is their responsibility to resolve this.
If you have not already, follow the formal complaint procedure as this has been going on for far too long.0 -
Thank you again LazyTyper. I went on Sky Live Chat, Complaints section and thankfully got a guy who is sorting this out.
The problem I am told is :- My parents number has gone back to the original "Range Holder". This range holder now is Virgin, as they bought out NTL over twenty years ago.
The guy in Complaints dept at Sky has contacted Openreach Migration to request that Virgin release my parents number. This should be completed by Tuesday or Wednesday next week !!
The guy at Sky has told us, should my parents ever want to leave Sky, th will have exactly the same problem in transferring their service.
All this is very waring on the nerves, time consuming and frustrating.
So, we wait until next week to see if they can finally receive incoming calls.
