Car Insurance Complaint

I was involved in an accident in May 2015, I believe the other party was at fault they denied this and made the claim with the there insurance company that it was my fault. I had a witness to the accident who provided there details which I passed over to my insurance company along with my version of events.
I have heard very little from my insurance company and have always had to chase them even to book my car in for repairs. the repairs were complete in July 2 months after the accident. I had to pay my excess because the dispute between insurers and who was at fault was still not resolved.
I chased my insurance at least once a month for an update on progression until October when I wrote a complaint about the amount of time taken to resolve the issue. The fact they never update me on what's happening. Also because of the time taken to resolve blame my insurance renewal came up horrifically high because it was an open claim and going down as my fault I lost NCD.
They acknowledge my complaint letter and accepted that they had been slow in responding and they had been at fault for not keeping me up to date on progression. They offered me £160 for the problems caused.
However it is now January 2016 9 months after the incident and the blame is still undecided and my case remains open. I have chased my insurance company again today to which they are still telling me the same answer that the other party solicitors are still sending the wrong information. How long can this go on for??? Is 9 months unusual for a claim to be decided when both parties blame each other??
On my complaint letter I received back they have told me I have the option to go to the ombudsman. Does anyone know if they think this is worth doing. I am starting to look for another car however I don't want to go into that and change my insurance etc again until this is resolved. Basically I want to know if I am being unreasonable in the amount of time for this to be resolved?? I have been driving 17 years and never had an accident no have no idea about the process.

No. Paying an excess is nothing to do with a disputeI had to pay my excess because the dispute between insurers and who was at fault was still not resolved......
Your excess isn't covered by your insurer - you agreed to pay it in the event of any claim when you took out the policy.
It is down to you to recover this from the third party - if you have legal cover with your policy then ask them to pursue a claim for this, alternatively you can DIY.
9 months isn't out of the ball park to resolve disputed liability issues.
If you decide to escalate your complaint to the FOS then the compensation you have been offered over their poor communication with you will be taken off the table.
If you consider it a fair offer then bear in mind you might end up with nothing.
Next time you are involved in a claim where the other side is to blame consider claiming directly against the third party insurer - if they agree to handle the claim then you have no excess to pay and no temporary loss of NCD0
