If I were you I would stagger the timing to come on at 4.30pm go off at 6pm come back on at 7pm for half hour, then 9pm for half hour.
This depends on how well your house retains heat, since having our windows done and loft at 300mm, it gets too hot for me and my thermostat is only on 19. But then we all have a blanket to snuggle under.
With thermostats being in the hall, usually the temperature will struggle to get to 21c, so fitting thermostats on all radiators and using an in-line boiler manager would help.0
