damp

I live in a stone built Edwardian terrace.
Two separate damp patches have appeared. One is downstairs near the skirting board, its circular patches that are bubbling the paint and plaster. I think water is coming through a nearby vent, possibly from a gutter,

The second is upstairs in the back bedroom which has 2 exterior walls. The internal walls of those, have dark spidery web-like marks appearing on the top 1/3rd of the wall.

I don't know where to start with what is causing those and I don't know who to call!!??

Please help has anyone had this happen to them.
