Recommendations for a soft mattress?

My own mattress is a medium/soft, but I still find it too hard. It hurts my shoulders if I sleep on my side. I'm looking for a soft one, firmness rating 1, but it seems difficult unless you want to spend a fortune. I don't like memory foam or latex either. Someone told me just to buy a really cheap one as they're always soft but I'm not sure. I've heard complaints about springs poking through them.
It seems much easier to find other medium/soft ones. I'm wondering if some of them would be softer than my current one. Does the softness vary with different brands?

Have you try putting a duvet under your fitted sheet?0

Internet friends, who have arthritis were discussing how good they found their mattress toppers, bought from Amazon. These are not the memory foam ones but like deeply quilted duvets, with straps to hold them in place.0

What base is the mattress on, something solid or sprung?0

It's on a metal slatted frame as I don't really like divans. It's not a new mattress. I've actually put up with it for about 4 years now, trying to get my money's worth out of it. But it really is awful.
I prefer to sleep on my side but I can't with this. I try to fall asleep on my back but often wake up during the night with pain in my shoulder because I've turned over during sleep.
I've used a duvet under the sheet but it only seemed to help for a short time. Once it got flattened a bit, it didn't make any difference. I tried a feather mattress topper but that was much the same, despite regular plumping and shaking out. The extra laundry with both of these was a bit of a hassle too.0
