Motion sensor webcam - which one?

OK,

Here's the thing, someone is letting their dog poo on my lawn and I've had enough! The council have said if we can get a picture of them they can do something about it!

Ideally I need something that can be attached to the (inside) of my window high up so I can see all of my lawn and will film/take stills of any movement so I have something to give the council.

The cheaper the better (this is MSE!) and the easier to work the better! Also the further away from the computer it can be the better, we're only really talking across the room though! But I don't mind trailing wires around the place.

I don't really mind what it does with the pictures once it's captured them, I can get hold of webspace and email or it can shove it straight on my computer (I'd prefer the latter to be honest) as long as I can get at it fairly easily!

So there we go, anyone got any good advice, then I can get shut of these flipping irresponsible dog owners!
