Cash payments

Can you answer this please.
My wife applied for a credit card this morning & one of the questions was did she expect to pay in any cash to pay of the balance transfer. Why would the credit card company want to know if she were to do so?

    What do you mean by 'pay of'? Was it the exact wording?
    Normally you are allowed to transfer up to 90-95% of the limit and the remaining 5-10% cover the BT fee.
    Why would the credit card company want to know if she were to do so?
    To do what? Transfer a balance? If so, it's very natural question.
