forwarding post to DD at uni - Not getting there

I am forwarding the odd bits of post that comes to my DD (who is away at UNI)
It doesn't get there reliably so I asked at the post office and was surprised to be told you needed to pay to forward it (I had thought under post office rules they had to do it free)
Anyway - I now stick a stamp on as its not much, but just wanted to check if anyone knew what their true obligations were

I don't know what the rules are but I can see their point - RM have already correctly delivered the mail so why should they then be expected to deliver it to a second address at no additional cost? That's why they offer a paid-for redirection service, although your solution is probably more cost effective (and you could make it more so by sending several items of mail in a single envelope).0

The only obligation RM have is to return to sender.
When I was at uni, my parents would collect items together (unless I asked for them to be sent sooner) and send them in one bulk, or I would collect them when next at home.
I also opted for paperless on as many services as possible, so I could simply save the PDFs onto my computer.0 -

The OP's solution of sticking a stamp on the envelope (or the better solutions proposed by myself and glider) is almost certainly going to be more cost effective than RM redirection for a small volume of mail - the main reason for using redirection is because you have moved away from the original address, and that's not the case here.0 -
I know a girl who gave her parents permission to open her post, scan it and email to her. Totally free and quicker than re-posting, Although I know not everyone would agree with that.0

Thanks for your answers. We have discussed and tried all of them.
I think what surprised me was that it used to be free to forward (although no service guarantee) and the post letter scheme or some such, but at the PO they said I HAD to pay.
It doesn't happen a lot so not too expensive to stick a stamp on it. DD does use online banking carefully so not too bothered about her missing an important letterI think I saw you in an ice cream parlour

We used redirection in 1990 and had to pay then0
