I'm afraid this is like dealing with young earth creationists or conspiracy theorists, the more facts and logic you throw at them the more deep seated their idiotic beliefs become entrenched.

1. Open bank a/c "Executors of the late XX"
2. Deposit unclaimed money.
3. Make sure this action is well known and documented
4. Forget about money and get on with life
Or if executor has their address, send a cheque. If it is returned then do the above 4 steps. Make sure sending the cheque is made known, documented and witnessed.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
The money does not have to be in executor accounts just enough evidence they are being held as trust funds. Help to be separate from personal funds.
If they are in receipt of benefits then they are engaging in deliberate deprivation of assets. There are steps that can be taken to rectify this.
if "sibling" dies without kids then there are beneficiaries of the estate if any other siblings are alive or had issue that are alive, if not it just spreads wider.
Siblings/beneficiaries should just be ready to pick up the pieces and start some investigation into the laws of country of residence.0
