Eligibility Tracker 95% Yes|Card Co No

So I watched the programme last night and used the eligibility tracker as advised, to check if I could get a card to use for balance transfers.
MBNA came up with two offers, both with a 95% likelihood of a 'yes' and if used the eligibility route so as not to leave a record on my credit file.
Imagine my surprised when I applied for the MBNA card and the response was referred. Which, in my experience, is a no.
No I have two records on my credit file. I've not applied for anything in ages and all my payments are are up to date.
