    An update on this: the debt being chased by scum was from the occupants prior to the property being a student house. I confirmed that the current students have an all-inclusive arrangement for energy supply.


    This begs the question, what are the scum up to? They presumably had the name of the previous occupant, and now know the house is let to students, given that the occupant name they have at the moment is "JUST STUDENTS". Well actually it doesn't beg the question - it is quite clear what they are up to.


    So I'm wondering, is the action of the scum in any way illegal? They are trying to obtain money from people who they know don't owe it. Is that deception, and might it be criminal?

    Most unlikely that the outgoing occupants gave notice to close the account, assuming they'd ever opened one. If they're trying to bill the existing occupants for usage prior to their ingress date, and an account was properly opened from that date, then the billing is clearly in error.
    No free lunch, and no free laptop ;)
