Do we need ATIPTA and HPDT Taskbar utility as a start up program? I downloaed start up inspector but those 2 just have a ? saying program unknown should I tick those not to come on as a start up program?

Download winpatrol instead will be more detailed, doesn't sound like you need them though do some googling, I havent heard of them though you can try disabling them through winpatrol and if its stopped something you want enable it again.0

ATIPTA - not needed. Just a convenience for ATI graphics cards. You can still tweak its settings via Control Panel - Display.
HPDT Taskbar utility - do you mean HPDJ? HP Deskjet utility. Again not really necessary. You can usually access the utility functions via Start - All Programs.0 -

I think you have to buy winpatrol, I don't really want to go to that extent for it but I took those 2 things off the start up anyway and its ok so far

I see they recommend using the inbuilt MS one if you have Vista
