I cant help but think about my much younger dog who was poorly recently and had a few accidents in the house. I knew that this really bothered him, it goes so much against the grain for dogs who have been housetrained. You have loved him for 13 years, personally I think its time to say goodbye but of course its your decision and it will never be easy even if you wait until his back legs go. I really feel for you.
