In cases like these, the fraudsters should be forced to pay the whole of the rent that they received over the years back to the council with a hefty penalty charge on top. The penalty this pair received isn't harsh enough to my mind.The bigger the bargain, the better I feel.

No - it doesn't look like the sale went through.
According to a more detailed article, she was convicted under the Fraud Act 2006.
So that's probably attempted Fraud by Misrepresentation - lying about her residency in order to get £100k RTB discount.
It sounds like she was also investigated for illegal sub-letting - under The Prevention of Social Housing Fraud Act 2013 - but not prosecuted.
Perhaps because her son did the sub-letting rather than her.
