Has the lowest fees/interest rate on cash withdrawals please ?

Egg Money has to be towards the top of the list. It's fee-free and 7.9% APR (typical).
BTW, allasal's suggestion, The Post Office card, charges a 2% (min £2) fee and 19.16% APR (typical).
Both cards will incur interest from the date of the cash withdrawal until you completely clear the entire card balance.0
