Best easiest linux live cd to make so as able to delete windows 10 file/

Can anyone recommend a good and easy Linux cd to make so that I can load it, will be able to see my windows 10 drive and files and be able to delete a file in windows 10.
Long story made short, got a new computer, windows 8.1 upgraded to windows 10, but for some reason or other system volume information which I understand is related to system restore is hogging 42gb of space, tried all possible ways to solve it in windows, but no good, (turning off system restore, disk clean, command prompts as admin but no good)
Advice from another forum is to get Linux mint, and delete the windows 10 volume information there, and that windows 10 will recreate that file, but right size, not hogging 42gb of data.
If I do go with Mint, create the dvd from ISO, will it give me option to run as a live cd after boot, as I don't want to install Linux.
Computer has power on problem at the moment, getting sorted, but want to be able to solve this problem once I get it back.

Most if not all Linux distros will give the option to run as a Live CD. Mint certainly does, and will see an NTFS partition.0

It's only one week old, why did you upgrade it to win 10 if is showing signs of a power problem, oh and are you sure that is not the. Make sure you shut down the PC properly and fast start up is turned off or NTFS3g (what linux uses for NTFS read/write access) will not be able to mount the partition for writing.

Thanks for reply everybody, I had upgraded it to 10 before the power on problem, windows 8 kept restarting had spent a lot if time trying to get it sorted out, so took a chance on 10 being stable. I managed to get rid of windows.old with advanced option in Ccleaner, but system volume hogging 42 GB of space.
Wee lad loves the touch screen, but then the computer power problem happened.0 -

"System Volume Information" folder is used by windows to store a few things including some Recovery files and Restore points.
have you turned off system restore? that should remove the restore points stored in the folder and so give you back a lot of space.
Also you might not need to use Linux

I have tried all of that, turning off system restore, disk clean, but no good ..that file is now 53gb size according to wiztree software.
Only way I have been told is to use a live Linux cd to boot into Linux and try to delete it that way.0
