Santander & Paypal

Hi All, wondered if anyone can help me with an issue I've had between Paypal and Santander.
Last year my card details were scammed some how and used to purchase a large quantity of trainers from various eBay sellers. I got made aware by Santander alerting me to possible fraudulent transactions due to it being outside of my normal spend pattern. They stopped the transactions and advised me to contact Paypal to dispute the transactions.
Paypal refused to refund the money as they said I had entered my card details or given them to someone to use with my permission. They did not look at the fact that the delivery address was in Israel despite me living in Wales.
Santander agreed to refund the money back to me by claiming it back from Paypal. But a few weeks later Paypal disputed this again and the back had to re-charge the transactions back to me. This has resulted in me being out of pocket significantly, with nobody wanting to help me get my money back,
Any ideas welcome

Complain to the FOS about Santander.
If you didn't authorise the transactions and PP can't reliably prove otherwise, Santander has to refund the money.0
