It means neither. It's a number that you should ignore as it has no bearing or impact on whether or not a lender will accept your application. You would be better off trying this MSE Balance Transfer eligibility checker, which estimates your probability of being accepted for each card using a soft search of your Experian credit history, without any risk to your creditworthiness.
