Bank of Scotland package account -reclaim fees?

Years ago I had a basic account and because I was always going overdrawn (young,naive and thanks to previous bank charges that took me overdrawn) the bank suggested paying the £15 or so monthly fee was cheaper than a £28 overdrawn fee. I was advised I would be paying £15 rather than the £28 overdrawn fee.
Recently called bank of Scotland and was told I had no right to a refund as the new package was actually saving me money.
My question is do I settle for that or take it further? If so who do I contact?

Simple maths. £15 is less than £28.
However, if you insist, I am sure the bank will agree to refunding you all those £15 as long as you pay them all the £28 you seem to be wanting to pay.I am an Independent Financial Adviser (IFA).
