    The law doesn't allow them to make a profit. And a job of this size would have to go through a section 20 major works consultation - so there would be some level of transparency.

    But I agree that local authorities can be pretty abysmal at getting good value for money, and tend to overspend on ineffective supervision etc.

    Ah right,i'm not versed well enough to know such things.

    Surely some creative accountancy can turn allowable costs into "profit" though if the audit trail isn't rigorously enforced....

    A 3.5K difference in costs between the OP doing the work and the LA is ridiculous...
  • Follow up with the freeholder on this point:


    -the landlord cannot unreasonably withhold consent for leaseholder's improvements (Section 19.2 Tenant and Landlord Act 1927)


    Harass them if necessary, hourly or daily whichever suits you. Find the solicitors who work for the local authority on the Law Society find a solicitor page and email every single one of them every single day.


    Most Local Authorities are massively incompetent and wouldn't know what they are doing is wrong.

    I have this same problem, I think I am going to go ahead and replace them myself. I have run out of options.

    Have you thought about going to (or at least threatening to go to) the local paper, in a couple of dealings with my local council they refused to do anything as soon as I mentioned that I was going to talk to the local paper, they quickly changed their views...

    It might help in your case, obviously depends on the council but might be worth a try.
