UKCPS Lincoln - PCN

I arrived home to a letter from UKCPS Car Parking Solutions stating that I was liable for a Parking Charge at the Carlton Centre in Lincoln on 18/12/2015.
The date in question, I parked up and posted some letters returning to my vehicle less than 5 minutes later. I did not notice the PCN until then next day, when my Wife noticed the notice stuck to the windscreen so low down and under the windscreen wipers that it would have never been seen by anyone other than a passenger getting in the front of the vehicle. Upon removing the notice I returned to the apparent offending car park to see if there were any clearly marked signs. There were signs, but with writing so small that you would have to get out of the vehicle to read them properly and certainly would not recognise them as being official in any capacity.
I ignored the ticket and today 19/01/2016 have received a letter that says I was parked without a valid permit or authority and a balance due of £100.00
Now here is my problem. Firstly, do I have to pay this? What are the legal ramifications of not paying it?
Secondly, I earn £450.00 per month, so as you can imagine, I live hand to mouth, therefore I cannot afford to pay £100.00, so what is the process?
I would prefer it if they did take me to court and they would see I do not have a pot to, you know the rest.
Any advice greatly received.

The industry standard to read and agree terms is around 10 minutes. It is unlikely that you did that. Appeal on the basis that you decided not to stay and you left without forming a contract with them. Emphasise this by saying there was absolutely no intention to create legal arrangements.
They will refuse and you can take the matter up with the site owners (Co-op) and tell them they are liable for the actions of their contractor UKCPS with regards to harassment. In addition, you should compare the signs at the car park with the minimum requirements of the IPC and BPA codes of practice.
If they fail, then that is your strongest argument.

This company appears to have a problem with v.a.t. They try to avoid at.
If, as they claim, this is contractual charge, it is a fee for parking, and thus vatable. Have they accounted for vat on their paper work?
Ask them for a vat invoice. If they ignore your request, (which they probably will), it is a useful stick with which to beat them if it ever gets to court. More reading here
