Changing water pipes in divided house

I own 3 flats in a Victorian conversion however when the house was converted the water pipes were all left connected to the one mains which go through the walls (separate meters). The problem is the noise that goes through the pipes night and day as people use water. I am wanting to install a new mains pipe externally which the 2 top flats would connect to - does anyone know about this type of work & able to give me some advice please... please please, i've been putting up with this for 15 years & can finally do something about it. Thanks
