Allowable expense - sound proofing

Tenants have asked to see if soundproofing in the flat I rent could be looked at.

It would involve taking up carpet and replacing underlay with a specialist sound proofing product. My question is would this be considered an allowable expense?

    I would go the other way and say the underlay has exceeded it's expected life span and needs replacing as an expense and you're simply replacing it with a modern equivalent rather than making an improvement which would be capital in nature.
