Advice on rent increase needed!

This house is falling appart as the neighbour upstairs and my LL do not want to spend a penny on their properties and use the ceapest labour which in the case with my kitchen cost them tripple and ceiling is still open. Bathroom needs to be done as the bath tub is leaking and affects the wall in the living room. The kitchen floor needs re-doing as its comming appart (Ll has said he will fix that 5 years ago) When we moved all the house was covered in mold but we didn't have a choice as we were in an emergency accomodation. We cleaned it and as my husband is in the construction industry, we have done the small repairs and painting every year, refreshing the house. Windows are very old sash and inside the house was colder than outside, so we got secondary glazing sheets that we put in the bedrooms.
Funny thing is Ll told me about the increase about two weeks ago and i told him, that if he wants the increase, he will need to fix the kitchen and the bathroom asap. I asked him to do that in 2 months and he agreed, well knowing him that is not going to happen any time soon. We do not get any benefits and i really do not the little increase in my husband's wages to go towards a house that falls apart.

The growth of the rental sector in the UK is concerning considering that there appears to be little in the way of clear and proper regulation. Speaking as tenant, I often feel as though we are held somewhat at the mercy of the landlord with regards to as and when repairs get done.
The cost of renting here in Brighton is so high but the quality of the houses is often bad, to say the least! I have heard of people living in properties with rats scratching around outside their bedroom door- disgusting!0
