New Popla.

Not that I need to use them but the new popla system/company have been going for a few months. Is there any idea if they are acting the same way as the old popla or are they fixed like the IPC?
I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

    they dont seem to be actually making any decisions

    the only reports are cancellations by the operators etc

    I think they are going through a steep learning curve and finding the decisions are not as easy as they thought they would be. It was probably an eye-opener to find the rosy picture the BPA painted of saintly car park operators being abused by unscrupulous members of the public was not quite true, and in fact, most of the industry is devoted to sharking the public.

    The Prankster reports that POPLA have stayed cases while they take advice on the Beavis case.

    If they are not making any decisions, they must be building up a huge backlog.

    Also, they are probably aware that Parliament is looking at this, and there may be changes ahead.

    They nust also be aware that the Beavis decision does not apply to all car parks, any decision favouring UKPC would cause an outcry, UKCPS and vat has not been addressed, Airport events never get to court, hospital parking charges often get into the papers, causing PPCs to backtrack. Faulty P&D machines are not uncommon. ANPR systems are unreliable. etc., etc., etc.

    It is a lot harder than dealing with dodgy plumbers.
    You never know how far you can go until you go too far.

    I saw maybe two decisions out of new POPLA between September - November. The rest were PPCs dropping out and the majority went into a huge black hole and as hoohoo says, loads remain stayed.

    yeah, after I posted in this one

    maybe I should have said very few , if any , decisions by the new popla , too few to make any meaningful decision on their abilities compared to the previous London Councils decisions

    there must be hundreds or thousands gone in, I could probably count the actual decisions on my fingers or toes ;)

    "Old" POPLA decided 31,456 cases in the year to 31st March 2015 and were receiving around 3,000 appeals per month.
