    If you own the footpath - most probably.

    If it's a public footpath - definitely not.

    According to the DVLA website to SORN a vehicle it must be in a garage, on a drive or on private land.

    If it is on a pavement or footpath that is a public place it must be taxed.

    If it's a public footpath, it shouldn't be parked there anyway...
    BTW Did you mean SORN?

    A SORN would not be valid if the vehicle is on a footpath that is part of a road, and that road is maintainable at public expense.

    Whatever the legal distinction 'twixt road and footpath, a footpath adjacent to a road is clearly not going to be either a drive or garage, and rarely private, so SORNing it on there is not possible.
    No free lunch, and no free laptop ;)
