Q1) Is it possible to have a Help To Buy ISA and Stocks/Shares ISA in same tax year?
Q2) Does the £15240 annual ISA allowance apply or not?
I have a fully subscribed (ie £15240) 2015-2016 tax year Stocks & Share ISA. Is it within the rules to open a Help To Buy ISA in this tax year - before April 5th 2016?

1). Yes it is.
2). The £15,240 limit does apply, this applies to your combined subscriptions to Stocks & Shares (S&S) ISA and HTB ISA in this tax year (15/16).
If you have already fully subscribed the £15,240 to a S&S ISA this tax year, you have no allowance remaining therefore you cannot subscribe any new money to a HTB ISA.
