What is the best covering for a flat roof?

Is the best fibreglass?
It is a concrete slab ceiling single storey external roof. the concrete appears to be a poured single slab.
currently it has a damp patch inside the house on the ceiling, and the current roof covering appears to be a bitumen sort of tarmac like a road surface, very rough to the touch like cement render.... with a stainless steel vertical "skirting" (about 2 inches wide) going all round the edge. I have never seen anything like it before.

Insulate and then lay a single ply membrane. You can leave the existing roof covering in place.Some people don't exaggerate........... They just remember big!0
