I am single person in new build flat (built mid 2015) i just got 1st electric bill  (i have no gas so heating, water cooking etc is electric) and for 63 days it was £128 (930 so roughly 14/15 units a day and it is a actual bill not estimated as i read it myself) and i wasn't at home for around 12 days of that.

This seems a hell of a lot to me im out during day for at least 9 hours.
I cook most nights, yes have TV on most nights, all my bulbs are LED and i only have lamp(s) on unless cooking, use washer 1 or 2 times week and i have a buddy dry (instead of tumbler) that i use for 2 or 3 hours a week, everything apart from fridge freezer turned off at plug when not in use (apart from water timer).
The electric company have told me to read meter again next week and check the serial number but don't seem interested as i gave them the readings :exclamati

That doesn't seem so bad for all electric.
Heating (including hot water heating) is far and away the biggest user. If you haven't had the heating on much, but do now, your usage will rocket up. Do you have storage heaters and economy 7 electricity? If so, make sure you are using the heaters as designed. Good that you have low energy bulbs. Turning things off rather than leaving them on standby isn't going to make any noticeable difference to your usage.
Worth doing what your supplier says, and taking regular readings to see what your usage is. You could even do it daily for a while. From those readings it isn't difficult to work out the cost, even on economy 7. Your bill will detail how it is worked out.

The usual BIG BILL culprit in all electric dwelling is the heating, so what sort do you have and is it served by an ECO7 meter?

Is the supplier you started out with still the supplier, and /or have you elected for a cheaper tariff - If you are still with your original supplier and haven't opted for another tariff, you are being charged at 'Standard tariff rate which is expensive

The suppliers suggestion to check the meter number is sensible, particularly if your flat is in block where all the meters are sited in a Service Room as 'Crossed' meter registrations are quite common in this situation.

Apart from checking that the meter No.on your bill matches the one on the meter, still check you have the right one by switching everything off in the flat.
Then with you standing by the meter which should register zero activity, have a friend with a mobile switch the kettle repeatedly on and off, the switchings should register as synchonised bursts of activity on the meter - If it doesn't, report this a.s.a.p to your supplier

ive only been in the flat 3 months so im still with the supply who serves who development but i have changed to a cheaper tariff - they have just brought another one out that cheaper again and will save around £100 a year so am going to see about swapping to that but have also just seen one with another company (dont know if can put names on here?)

my current unit rate is 10.910p per kwh this other company offering it at 10.100 per kwh
Current standing charge 16.422 per day other offering it at 13.64p per day

So i think it case of look around and shop around (however the company im with doesnt have exit fee but possible new one has £25 may have to do some research into them

With convectors, no E7 and and no gas you are on the most expensive possible method and tariff for heating and hot water. However remember that for the last 63 days your heating will have been on, so that will push your usage up hugely. Up to 70-80% of your annual energy usage is heating and hot water, so please forget about your TV or cooker, because they are trivial in comparison.
Once the heating goes off in late Spring, your usage will fall a lot: so don't pro rata your annual costs based on 2 months in winter.
No free lunch, and no free laptop ;)
