To me it definitely sounds like production library music, not sure from what library though! Maybe you could email the BBC and ask lol. They will definitely have records, whether they will reply to you or not is another story!

No lyrics and talking over it definitely means it's almost impossible to know what it is unless someone actually knows it or without contacting the Beeb.
