I am still not sure what you are asking. All suppliers charge different regional rates for gas and electricity. It doesn't follow that if E.oN is the cheapest supplier for someone living in Nottingam that it is also the cheapest supplier for someone living in Penzance.
If you are after the cheapest supplier for your location, you need to go to an energy comaparison site and provide 3 bits of information: your post code and your gas and electricity consumption IN kWhs per year. The site will then show the cheapest supplier for your area.

The electricity company against each number is the current name for the previous monopoly supplier before deregulation in 1990.
For instance region 12 is shown as EDF who now own what was London Electricity.
Historically, these 'ex-monopoly' operators standard tariffs have been the most expensive in their particular regions as they take advantage of those who have never switched.
As Hengus says, try a comparison site to find the cheaper the suppliers/tariffs in your area
