Paying utility bills with overlapping inhabiting of 2 properties.

So we’re completing on our house on the 22nd of January but we will be staying in our rented flat whilst we rewire, repaint and re-carpet as that’ll be easier to do before moving our stuff in. Hack your way through the bushes to photograph the meters - more like hack your way through the bushes and actually read the meters as well as photograph them and I would do it even before I open the doors and enter the property.

Sounds like the meters have not been looked at in a long time if the meter cupboards are well hidden behind vegetation and it could well be that the previous occupants had been getting estimated bills which may be well underestimated.

As also suggested above, get a newspaper showing the date and tape it below the meters so that you also get the date as well as the meter in the photo and do it for all meters and readings.
