Who can activate a phone line?

I moved into my flat a couple of weeks ago. The previous owner had their phone provided by Talk Talk.
I got the phone number of the line and recorded it into my mobile phone. I then raised a request with Talk Talk to activate the line in my name and I got a email confirmation and order number. Now when I want to check the status of my request they cannot find anything under my order number, they need the phone number.
The thing is that my mobile phone was stolen during the weekend so I do not know my phone number and Talk Talk is unable to find anything under my order number without my phone number. (Useless system).
I called BT but they cannot find my phone number either and the only thing the say (after talking to 5 different people) is that I need to activate the phone line and this will cost me £125, this for doing 5 seconds of work.
Is there another way to activate this phone line or figure out the phone number? I tried calling from the phone but that does not work, so it is definitly not active anymore.
Is BT the only provider that can give you a phone number?
Any advice would be appreicated.

Can you contact previous owner & get the number?
BT charge, it is not just 5 seconds of work, if the line has been fully transferred to Talk Talk using LLU then it will involve rewire at exchange by Openreach

For info, the companies I have come across that say they do reconnections/installs:
BT - £125
Madasafish - £115
PlusNet - £105
Bulldog - £99
With Madasafish and PlusNet you are not tied into a 12 month contract for phone - just need to give 1 months notice.
An amendment to the above, PlusNet will only do an install for you if you are an existing customer moving home - it's not available to new customers.
You may have a problem as it's with Talk Talk.
If you get problems get a new line, may be less hassle in the end.

i was reading the observer at the weekend and it said that virgin can activate a dormant phone line for £25.00, this is just activation not a new line.
might be worth giving them a ring

If the Phone line has been LLUed to TalkTalk, then you can contact The Phone Co-Op who will connect you for £58.75 by transferring the line back (Phone Co-Op line rental is a BT Wholesale (Openreach) based product). Very pleasant company to deal with. They answer the phone for a start.

Virgin Media can only activate their own cable lines for £25 connection.0
