Help to buy isa

My daughter opened a cash isa in September this year then in October needed the cash so drew it out and closed it. She has now been told she can't open a help to buy isa until April 2016. Is that correct

If she used the full allowance then yes.:www: Save 12k in 2016: £2,100 / £13,000 only £10,900 to go!0

If she paid less than £13,440 into the ISA in 2015-16, she can start an HTB ISA straight away. If she paid in more, she would only be able to pay up to the remaining ISA allowance into an HTB ISA. If remaining allowance is zero, then obviously there would be no point in opening an HTB ISA now.
If you want to see the rules, check from clause 12.30 in https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/459781/isa-guidance-notes.pdf0 -
It was £200 she put in then withdrew it. Halifax gave said she can't open help to buy until April0

As soon as the old ISA has been closed, she can open the HTB ISA and pay in.0
