My wife has an ISA worth just under £24,000 with the Halifax which matures this month. She is also a non-tax payer. Is there any safe better alternatives as they're offering 2% for a 5 Year Fixed.

As you are looking to looking to lock it away for 5 years, now might be the time to think of switching it to a S&S ISA.0

If she is a non tax payer with no likelihood of becoming one there is little point in keeping it in a cash ISA. 2% fixed for 5 years is a pretty poor offer and she could get 3% + easy access. Look around the forum for posts on current accounts like Santander/Lloyds/TSB/Tesco etc0
