PCN: Parked in a restricted street during prescribed hours (Code 01)

I have today received in the post a "Notice to Owner (NtO)" document from East Hampshire District Council alleging that my car was "Parked in a restricted street during prescribed hours (Code 01)" on 27/11/2015 at 14:40. I have checked my work records and it's very likely that I was indeed parked in this street at this time.
Now, the road in question is a 'No through road' i.e. only for access to residents. I frequently park in this road as do my neighbours because parking is very difficult where I live. Is this implying that I'm not allowed to park in this road or have I misunderstood ?
Secondly, this is the first correspondence I have had and the fine is £70, is this right ?
How should I proceed ? Can I ask for photo's and or ask them to explain the offence or do I just have to pay it ?

    Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need photos/scans of all correspondence you've received from the council (both sides, if appropriate).

    PePiPoo has an excellent success record in dealing with council tickets.

    It means your car was (in the opinion of a CEO) in contravention of a single or double yellow line, which can include if you parked on a verge the 'other side' of such lines (they still apply, from property boundary to property boundary, not only 'kerb to kerb' on the road).     Yes. But get pepipoo posters' assistance. There will be more by way of appeal, including putting the council to strict proof that a PCN was served.

    You'd be mad. You are not even being offered the discount, this is the NTO and they are asking for the same £70 that is the maximum you'd have to pay even if you lost at adjudication in a couple of months' time. This is all or nothing, with the odds in your favour because almost all people on pepipoo win and most people anyway, who go to adjudication, win anyway.

    As you are not even having to gamble the 'discount' because it's not in play due to no PCN being found on the car, it's a no-brainer. Think of this as a no risk life experience with the possibility of saving £70 for nicer things, all for the cost of an appeal then a meeting in a local office or hotel with an independent friednly but 'fair' person who will decide.

    No point at all in paying, nothing to lose by appealing but get it right as per pepipoo advice. Don't ignore and don't leave it too late.

    And please, DO NOT post on pepipoo without pics! They need the NTO in FULL, every bit of small print including the almost blank pages.
