Basement flat window vestiblue suggestions please

I am not sure of the proper terminology for this, so I will do my best to describe.
My basement flat has a large bedroom window (approx 2x1metres) at underground level (this window needs replacing anyway). Beyond this window is about 3/4 of a metre deep "hole". Then at the top of the hole is a skylight, which is at ground level. This skylight is opaque thick glass so does not let much light in. It is also the right of way for my next door neighbour as she has to walk over it to get to her doorway; so I get the odd stompy sound coming through.
I was wondering if anyone can suggest a use this space between the window and the skylight? I am tempted by the following:
1. Concrete over the skylight part and rip out the window and make it a built in cupboard. However, this would mean losing the light from window leaving only 1 small window for the whole room; but I wouldn't get the stomps.
2. Rip out the window and leave the skylight and put plants in the hole. Instead of windows I could get some shutters (cheaper than buying new windows?).
It is a really odd space and it is a shame not to use it. Currently I just have curtains drawn across the window all the time.
