Paid for shower room but bathroom was fitted

HI all,
My elderly mother recently paid large sum of money (£7000) for a high street retailer to have shower room (shower plus enclosure) to replace her existing bathroom (tiling and furniture was included). The retailer's own surveyor inspected the property beforehand to assure her that her chosen fittings will be fine. However, once the installation started, she was told that none of the shower enclosures could be fitted due to complex pipework (council property). They had already removed her bath so she was left out without any means to wash herself. She paid independently to purchase a bath from elsewhere but used the retailer’s fitters. She was assured verbally that she would receive a “significant” amount of refund. But since the installation is complete, she has been to receive the promised refund and they are offering her £250 only.
Does this constitute breach of contract and how much should she be ideally receiving?
Thanks a lot in advance for your advice

From your description she should receive a refund of the cost of any items that were not required - presumably that would include the shower tray and enclosure, but might also include some fittings if they were not used in the eventual layout. Was the quote that she agreed to itemised so that you can determine what items were not used?0
