Stopcock - stops hot only ?

I've just done a stopcock check (first one) to check where the water turns off. I turned on all the taps upstairs and downstairs - and then turned off the stopcock (stopcock under kitchen sink) - the stopcock turned off all the hot water (up & down) but left the cold water (up & down) on. Is that normal? When our old conventional boiler was replaced with a combi, everything was converted to mains. The old hot water cylinder and cold water tank in the loft were removed entirely (I think cold water tanks are sometimes left alone if there is a risk of asbestos but ours was plastic).
