My father in law died in October 2015 age 79. We discovered his Bank account was a package account and think this account may have been mis-sold. We wrote to the bank and they have replied saying" as we were not authorised signatory on his account at the point it was converted to a package account they are unable to investigate or provide an outcome".

The executor of his estate is allowed to complain but no-one else.
It is still possible to raise a complaint for a deceased person but the reasons are more limited. You cannot say things like "he didnt want it" or "he didnt agree to it". The reasons have to be more factual rather than allegation. i.e. the packaged account offered x, y & z but he could never have used those things because......I am an Independent Financial Adviser (IFA).
