No it doesn't seem fair but its perfectly legal. To be honest a lot of letting agents do this. They know you are basically stuck, you either renew your contract and pay the fee or you are faced with finding a new place , new reference fees, removal fees etc etc
you can of course negotiate on the renewal fee and try and haggle, or of course you could go on to a rolling tenancy but then you don't have any security of tenure
Have a look at what other agencies charge.
