They use the word 'professional' because it implies that you need someone who does it for a living, is 'good' at it, and will in all likelihood give the LA a commission.

The rule is that the standard of cleaning needs to be the same than it was when you moved in professionally cleaned or not.
I have to say that we hired a professional firm to do cleaning and I was shocked at the standard they provided. The kitchen cupboards were not done at all, floor was clean but they then stepped all over it again, so left looking dirty, light fitting not done etc... I would have done a much a better job myself.
Did you actually checked what the professional cleaners did? It will all come down to the pictures and will be up to the landlord to show evidence that the standard of cleanliness wasn't the same.0
