ParkingEye ticket in England but I live in Scotland

Hey everyone.
I received a 'PCN' whilst parking in a private car park in Carlisle by those lovely chaps from ParkingEye. However, I live in Scotland. I'm aware that private car park tickets issued in Scotland have no grounds but not sure about this scenario where I've parked in England.
Can I just ignore this PCN or do I need to appeal.
Any help would be greatly appreciated.

Yup - treat it as a Scottish ticket and ignore completely. POFA dosen't apply here, so the chances of PE raising a successful action are beyond slim.0

Exactly - PE may go to court a lot in England but cases of them bringing actions in Scotland are like hens teeth!

I'm afraid this is wrong. POFA does apply here. The "relevant obligation" arises within the jurisdiction. The determining factor is where the parking event occurs not where the driver/keeper reside. That would only come into play were PE minded to pursue matters (as they do) to court. In those circumstances they would have to seek the court's permission to serve proceedings out of the jurisdiction (i.e. in Scotland where the OP lives). The court may take the view that the costs that would thus be involved would be disproportionate but as this has not been attempted (to my knowledge) who knows?Yup - treat it as a Scottish ticket and ignore completely. I would not like to guarantee that PE would not issue proceedings and would therefore suggest that appealing using a standard PE appeal might not be bad course of action.
EDIT - Sorry ST - that will teach me not to refresh the thread from last night.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
