How did they get to write to you if your daughter gave her name? If she is old enough to be prosecuted, then why have they not contacted her?
The admin fee of £25 is not unreasonable, and the penalty will normally be the full single walk up fare for the journey. No free lunch, and no free laptop0 -

As the daughter was travelling on a child ticket, see here, I imagine the letter was addressed to 'The parents or guardian of Miss Slugsie'.0 -
Does your daughter look over sixteen? If she does, the inspector may have believed that she was over sixteen and therefore not permitted to travel on the child ticket. And if she can not prove it at the time, the would inspector take it off her. My own daughter had the same problems with South West Trains, She had to carry ID to prove she was under-age.0

Pretty sure railway companies regard over 16yrs as adults?
So should have bought adult ticket. The world is not ruined by the wickedness of the wicked, but by the weakness of the good. Napoleon0 -

Because, whilst you can prosecute a 16 year-old for committing an offence under the railway byelaws, it's tricky to sue them for breach of contract in a civil court because they are a minor.0 -
GWR prosecute on behalf of First Transpennine Express.
As there is no meaningful information about the dispute, I'm not going to comment further.
Who are they?
Have a read. I must admit I was a little surprised they existed.

your daughter is lying.
furthermore why are you only finding about this now/being asked to pay up? this is wayyyy outside of the standard 'pay up with xxx days or it escalates'.
when she had to confirm her ID they would've explained she'll get a letter and to pay up/appeal.
in short, you have no evidence/recourse so just pay up and take it as a lesson.
be thankful you're not in London. I had to pay £125!0
