    yes I agree , VCS do not rely on POFa , and as such need to be told that because of this , they can only go after the driver , as per pre POFa days


    they were one of "the big boys" that campaigned for POFa , but now find that being in a "honourable" ATA (sorry BPA honourable , sorry) and POPLa too much to handle and make money from , so are going back to the old ways , and playing the harassment game .


    the reason for the simplistic wording , is so that the OP is not made out to look like he has read 9,850 pages of POFa2012 , but has simply checked and realised that they have failed , whilst being a member of a ATA and supposedly complying with the DVLA KODOE agreement


    simple and sweet , they will refuse it anyway , if you said the sky was blue , they would reply its pink ,
