Compelling Personal Reasons/Restarting uni

How does the Compelling Personal Reasons system work? What other mitigating circumstances and similar systems are in place?

My boyfriend is considering going back to uni but we don't really know what his options are in his particular circumstances, so looking for some advice. (Sorry in advance for such a long post but I would like to give as much detail as possible to receive the best and tailored advice.)

He took out 3 years maintenance and tuition loan from SFE. He studied for 3 years and failed his final year at uni. At the time his mother was suffering from cancer and she died in his final year; he was also suffering from depression during this time. (He would be able to get a death certificate and a doctors note as proof)

He started in the academic year 2009/10 and his final year was 2011/2012...he's since been working and would consider looking at going back to uni for 2016/17 or 2017/18 so will have had 4-5 years out.

He was studying Mathematics- he has been advised by his tutor to finish this degree he would need to retake the final year, and now due to the time out he has had he would need to also retake the second year. He doesn't feel like he would do well if he went back to maths after so much time out; he says he wouldn't enjoy it and is worried it would make him depressed again. He is thinking of starting a new course in computer science as he has been working as a web developer doing coding/computer programming and enjoys it.

So to start a new course he would require 3 years of finance. I understand through student finance he could get another year (length of course + 1 = 4 years of finance minus 3 years he has already received) and from my research of Compelling Personal Reasons he may be able to receive a 2nd year. Is there anyway way he could receive 3 years in his circumstances?

If he is unable to receive the full 3 years from SFE - how else could he pay for a course?

Should he be more worried about all the debt he would be in after this? The reason he is looking to do a new degree is to open up job opportunities and access higher paid jobs - would the debt be worth it?
