The answer to question 4 according to the PDF is 237.3%, perhaps a Telegraph typo??

All I have managed to find is for number 4 is that UK's quote in question is 72% in one stats article not 66% and a Daily Fail one saying 60% so not even going to possibly be their source for Mexico if anyone did find one. The only way to get the figures is by paying for the report download for Wine industry in Mexico, hehe the prize maybe not worth the £69 fee

No it's not. The specification says that with the convention of the hoist on the left (ie. the flagpole) the St Andrew's Cross leads in the clockwise direction.
