Immersion heater with no timer

I'm moving into a small flat that should be quite cheap to run - low ceilings, well insulated. It has storage heaters, and an immersion heater with an off peak switch going to one element, and a booster switch going to another element. But there are no timers on either the storage heaters or the water heater. How do I make sure they only come on at night?

On an E7 cylinder the top 20% [ish] of water is heated by the top day-rate boost element, the bottom night-rate heats the other 80% [ish] How they are switched varies mine for example is a radio four signal in my area.How do I make sure they only come on at night?Disclaimer : Everything I write on this forum is my opinion.
