Yup, that's definitely the right approach.
I had acres of woodchip covered in various colours/textures of paint since the 70s, and the best method was dry-scraping it with a proper scraper (one with razor blade like THIS). It was a lot of effort, but it was easier than messing about with scoring/spiking, and just left a bottom layer which could be steamed & removed easily.
Plastering over the top of painted wallpaper sounds like a poor idea btw, I wouldn't expect it to stay on the wall for very long!0 -

Gap in the market there! We've just finished decorating the new utility and have cleared the dining room in preparation for the weekend stripping-wallpaper that is, nothing else!
If I get fed up with housework I go out and rip a bit off now and them, trouble is I think I'll only do it for 5 minutes and am hour later I'm still there! I'll let you know how we get on.0 -

It is true that this may result in the woodchip coming off.
Along with the entire skim coat they've just put up there.

I'm an advocate of hack off the top layer with a sharp scraper, with plenty of layers of paint it does ocassionally lift and you get a big chunk in one go - very satisfying.
My top tip is then to get the residual off, tape a broom to the steamer plate and have one person hold that against the ceiling and slowly, move along a strip while probably you goes behind and scrapes.0
